Troy is a transformational executive in the health care delivery and financial services industry, driving record growth through innovative acquisitions, market development and evolution of a $3B + health services portfolio. Over the course of his 25 year tenure in health care, Troy is revered as an innovative strategy developer and driver of double digit YOY profitable growth, while increasing quality outcomes and client satisfaction.

Troy worked for The Regence Group through 2004, and played a pivotal driving force in business development growth over a 4-state region in the Pacific Northwest, as its National Accounts Executive. In 2005, Troy joined UnitedHealth Group as West Region RVP for UnitedHealthcare and over a 2 year period expanded growth and market penetration by 48%, and received CEO award for Region of the Year. In 2010, Troy migrated from UnitedHealthcare over to UHG’s Health Services division, OPTUM, as Senior Vice President. During his tenure at Optum, Troy has led a number strategic and growth initiatives centered around clinical, network and technology services. Notably, he helped champion the development of the Medicare STARS product for OPTUM, managed the strategic internal growth portfolio across the enterprise, directed a $1B + clinical affordability agenda, and partnered to evolve the Optum delivery portfolio for providers, payers & consumers.

He currently is Chief Client Officer at OptumHealth, where he oversees the clinical strategy and growth across UnitedHealth Group for the medical benefit management portfolio. He also serves on the National Committee for Quality Assurance (NCQA) Industry Advisory Board. LinkedIn
